From the beginning of his career in government, Richard B. Cheney has shown his distain for consensus among anyone but his own parroting gaggle. His argument that the Vice President is in an oblique area of the Constitutionally drawn tricamberal governance system left many in the media class uselessly dumbfounded. Congress did nothing to reign in this abhoration and the Department of Justice under Alberto Gonzales was not going to either.
